The new App Inventor for Android, a Google Labs program for Windows, OS X, and Linux, should make building Android programs as easy as snapping together a Lego toy.

Apple had a similar concept in 80s called HyperCard, though that was a far clunkier, more restrictive technology.

Though something like the App Inventor would no doubt be a plus for the iPhone, new restrictions in Apple’s iOS developer agreement prevent apps developed with the HyperCard-like RunRev from being distributed on the App Store.

App Inventor is in closed beta at the moment, with Google saying it will let people see it "soon". Google promoting the program as an educational tool of particular interest to teachers and students, but it may find wider popular appeal.
